Section 3 of Ring Road 2 has been unfinished for many years

The Department of Planning and Investment of Ho Chi Minh City has just submitted to the City People's Committee an adjusted appraisal report and feasibility study report of the project section 3 of Ring Road 2 (from Go Dua intersection to Pham Van Dong Street).

Accordingly, the project's implementation time is proposed to be adjusted to the end of 2026. The investor also commits to completing this project within the above time (including time for auditing and finalization)

Section 3 belongs to Belt 2, the section from Go Dua intersection to Pham Van Dong Street has a length of 2.7km. The project is invested by Van Phu Bac Ai Investment Joint Stock Company and started construction at the end of 2017.

This is a project implemented in the form of exchanging land for infrastructure (BT contract). Total investment is more than 2,700 billion VND, including clearance costs.

However, in March 2020, when the total project volume reached 44%, the project temporarily stopped construction. The cause is problems in clearance and land fund payment to investors.

Problems with land and payment of land funds are the main reasons why this important project "stands still for many years".

Currently, Ho Chi Minh City is trying to find solutions. It applies the specific mechanisms of Resolution 98 of the National Assembly to pay investors and restart the project.

Ho Chi Minh City Ring Road 2 project is designed with a scale of 6 - 10 lanes. The total construction length is 64km and it has not been completed since 2007.

The project goes through Thu Duc City, districts 2, 7, 8, 12, Binh Tan and Binh Chanh and Hoc Mon districts.

This will become an important road to help divide traffic flows, reduce traffic congestion in the inner city as well as increase connections to seaports, industrial parks, highways...

In 2023, Ho Chi Minh City People's Council also approved the investment policy of Ring Road 2 from Vo Nguyen Giap Street (Hanoi Highway) to Pham Van Dong Street.

This section is nearly 2.5 km long and divided into two phases. The first phase will clear the entire site according to planning. The width is 67 m.

The city will build parallel roads on both sides in the first phase. Each side has 3 lanes. Pham Van Dong - Linh Dong intersection has a scale of 3 floors and is completely built. The vacant land in the middle of the route will be reserved for future deployment.

The project has a total investment capital of 4,543 billion VND from the city budget.

Previously, the Department of Transport of Ho Chi Minh City also submitted a report on investment in the Belt 2 section from Phu Huu Bridge to Vo Nguyen Giap Street.

Accordingly, this section has a length of 3.6km and has 6 lanes. The total expected investment capital is nearly 10,000 billion VND from the city budget. Site clearance costs are 7,200 billion VND, construction costs are nearly 2,000 billion VND...
