Unpacking for large cities in the Southeast region, promoting transport infrastructure for satellite cities

The Southeast Council will study the method of linkage between localities (Ho Chi Minh city, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau) in order to narrow the gap in the development level between provinces in the region from now to 2030, with a vision to 2045.

Minister of Planning and Investment Nguyen Chi Dung reported on the plan to deploy activities of the Southeast Coordinating Council in the last 6 months of 2023.

The National Assembly has passed Resolution No. 81 on the national master plan, the Prime Minister has approved the task of planning the Southeast region for the period 2021-2030, with a vision to 2050.

The Ministry of Planning and Investment proposed that the members of the Regional Council and delegates focus on discussing 10 solutions to create a large and synchronous space for the Southeast region:

Firstly, focus on discussing and proposing mechanisms and policies to develop the socio-economic infrastructure of the region, especially transport infrastructure.

Recently, according to the Minister, the agencies have implemented very well to implement the projects: Ring Road 3 of Ho Chi Minh City, Bien Hoa - Vung Tau expressway. The project of Ring Road 4, highways HCMC - Moc Bai, HCMC - Chon Thanh, Chon Thanh - Gia Nghia will continue to be implemented in the near future. When Long Thanh Airport is completed, it is possible to develop industries and services synchronously to create an economy around this airport's urban area.

In the future, Ho Chi Minh City needs to coordinate with localities to develop urban railway lines. The connection with localities in the region, especially the research and development of railways connecting Long Thanh - Thu Thiem airport or Bien Hoa - Vung Tau.

Investment projects related to the two localities should actively discuss and agree on the plan. In case of disagreement, propose to the Council of the region to discuss and give opinions.

Secondly, it is necessary to decompress for large cities along with promoting transport infrastructure and public transport, developing satellite cities, and reducing the number of motorbikes to both reduce traffic congestion and improve the environment.

Currently, the population density in Ho Chi Minh City is 4,292 people/km2 (while in Hanoi it's only 2,398 people/km2, the Southeast is 795 people/km2, the national average is 320 people/km2). Therefore, it leads to low quality of living environment of urban population.

It is necessary to research, encourage development and connect to effectively exploit the space and underground infrastructure in special urban areas. All of the above, it will help the city expand its development space, attract resources for investment, and make a great contribution.

Thirdly, develop a logistics system with Long Thanh seaport, international airport, and ports to solve the problem between Cat Lai port, Cai Mep - Thi Vai port, and Can Gio transshipment port.

Fourthly, Ho Chi Minh City attracts investment in projects with high added value, using energy and land economically. For projects using a lot of land and labor-intensive projects, it is necessary to give way to neighboring localities that have plenty of land and labor. As for industrial parks and export processing zones that no longer have an expiry date and are not suitable for planning, it is necessary to study, transform their functions and move them out of the city soon.

Fifthly, ensure water security, protect water sources, and treat water pollution.

Sixthly, the study proposes the characteristics of the Southeast region to successfully develop the International Financial Center of Ho Chi Minh City.

Seventhly, study and form a regional infrastructure development fund, to mobilize and use resources on the basis of public investment to lead and activate non-state resources to maximize the potential and advantages of the region. Prioritize the central budget from the reserve to invest in urgent inter-regional projects.

Eighthly, to discuss important and inter-regional projects to prepare for the medium-term investment period in the period 2026 - 2030.

Ninthly, study, build, complete, and share a common database system on provinces and cities in the region. Especially in the field of land, investment, and socio-economic development indicators to serve the coordination of regional linkage activities effectively, accurately, and timely.

Tenthly, focus on training and developing high-quality human resources to meet practical requirements.
