The Phan Thiet airport project will complete site clearance before November 30. Agencies are urgently completing documents and adjusting policies for civil aviation items.
Leaders of the People's Committee of Binh Thuan Province have just had a working session with departments and branches on the progress of the Phan Thiet Airport project, according to the portal of Binh Thuan Province.
Accordingly, the project site clearance work will be completed before November 30.
For civil aviation items. On October 16, 2023, the Ministry of Planning and Investment sent an official dispatch requesting the Provincial People's Committee to provide additional explanations and complete the dossier requesting adjustment of the project investment policy.
The Department of Transport has coordinated with the consulting unit (ADCC Company) to review, explain, and edit the Project Investment Policy Adjustment Document.
On October 18, 2023, the Department of Transport held a meeting with the consulting unit and relevant departments and branches to review the content of comments from the Central Ministries and branches. At the same time, there is an official dispatch soliciting written comments from departments and branches.
The Department of Transport sent an official dispatch to the Department of Planning and Investment to advise on the report of the Provincial People's Committee and explain it to the Ministry of Planning and Investment.
Regarding terminating the BOT contract and appointing contractors: The Ministry of Transport and the Ministry of National Defense have commented. The Provincial People's Committee has issued an official report and clarification on some contents at the request of the Ministry of Planning and Investment.
The Ministry of Planning and Investment is still synthesizing comments to advise the Prime Minister.
Regarding the dossier to adjust the feasibility study report: The Provincial People's Committee has issued an official dispatch and prepared a dossier to adjust the Research Report. This has been done by ADCC Company under the Contract with Rang Dong Joint Stock Company. At the same time, the Provincial People's Committee has decided to allocate capital to invest in the project.
Phan Thiet Airport (combining military and civil) was planned by the Ministry of Transport in 2013, with a total area of 543 hectares, and was built in Thien Nghiep commune. The Ministry of National Defense has authority over military items, while civil aviation items are chaired by the People's Committee of Binh Thuan Province.
After that, the project was agreed by the Prime Minister to upgrade the airport from level 4C to level 4E. Phan Thiet Airport was upgraded to be an airport, with a length of 3,050 m. The passenger terminal has a design capacity of 2 million passengers a year.
The project was started in early 2015, then the project was paused. By April 2021, the project was restarted. Recently, the Air Defense - Air Force has implemented the items of runways, taxiways, and aircraft aprons... according to the proposed plan.
Initially, Rang Dong Joint Stock Company won the BOT contract for civil items at level 4C airport. However, after the Prime Minister agreed to adjust the project to level 4E, the project must readjust its investment according to the regulations on public-private partnerships of the Investment Law.
Following the Prime Minister's direction, Binh Thuan reviewed and agreed to terminate the contract ahead of schedule with investor Rang Dong. The province is also choosing other suitable investors.
According to the latest plan, in early 2024 Phan Thiet Airport will operate the first flights to serve military training.
